University of Buffalo (UB) recycling containers

The University at Buffalo (UB) has awarded a major new contract worth $900,000 to a local small business, Rapid Refill, located in Tonawanda NY. Rapid Refill is a New York State certified Service-Disabled Veteran Owned Business (SDVOB) located in Tonawanda NY. The Contract # C-001441 was awarded on May 8, 2026 for 590 new Recycle, Organic, and Trash (ROT) containers to be delivered and installed at the UB North Campus during the summer of 2026. This contract award initiates a new evolution of conservation, preservation, and recycling at UB which makes UB one of the first universities to be fully compliant with updated NYS
Environmental Laws.

Rapid Refill is a small business located at 1858 Colvin Blvd in Tonawanda NY. Rapid Refill was established in 2013 as a business dedicated to selling office supplies that were friendly to the environment; selling remanufactured printer toners and post-consumer recycled copy paper to local consumers in the Buffalo area. In 2016, Rapid Refill became certified by NYS Government as a SDVOB. As a result of the SDVOB certification, Rapid Refill was able to start selling more of its office supply products directly to NYS Government agencies.

In 2019, Rapid Refill started selling office furniture and installation services to NYS Government. Today, Rapid Refill represents 20 different office furniture manufacturers on the NYS Office of General Services contracts. In February of 2025, Rapid Refill sold its first ROT containers to the NYS Department of Motor Vehicles (DMV) worth $10,000. Additionally, NYS agencies purchased almost $1,300,000 worth of furniture and installation services from Rapid Refill in 2025-2026.

Rapid Refill is a proud member of the KenTon Chamber of Commerce, supports local non-profits in the Buffalo region, and is a strong advocate for small business networking in WNY. The owners of Rapid Refill, Dan Novick and Mitch Woodard, said “We are very honored to be selected by UB for the deployment of 590 ROT containers to the UB North Campus facilities. This opportunity allows our business to grow in new directions that can serve all NYS to include government, recreational, and educational institutions. This is a critical environmental program that displays how NYS leads the nation in environmental recycling policy and implementation”.

Ms. Erin Moscati, UB Zero Waste Manager, commented on the landmark contract award; “UB’s climate neutrality goals include working to achieve zero waste.  This ambitious goal requires significant changes to how the campus purchases, uses and disposes of materials across the institution.  UB’s Zero Waste Strategy identifies 10 areas of focus which will help reduce waste on campus, including improving access to diversion opportunities.  We want to ensure our recycling and organics diversion programs are convenient to participate in and easy to understand.  The new ROT stations feature dynamic color-coded instructional guidance to facilitate at-a-glance decision making and increase the diversion of materials.  The ROT stations will be installed across all areas of our campus, replacing stand-alone trash and recycling equipment.  This adjustment creates an architecture disposal.  We are excited to undertake this important step to ensure that the UB community will always have the ability to recycle and divert organics away from landfills.”
